The eDistrict UP portal is the Government of Uttar Pradesh's official online platform for delivering government-to-citizen (G2C) services. The platform was launched in December 2008 as a pilot project in 6 districts — Gautam Budh Nagar, Ghaziabad, Sultanpur, Sitapur, Gorakhpur, and Rae Bareli. Uttar Pradesh became the first state in India to roll out eDistrict across all 75 districts. Today, the portal offers over 325 services from 47 government departments and has issued more than 36.90 crore certificates to date, processing over 4 crore transactions every year.

The entire system is developed and maintained by the National Informatics Centre (NIC) UP State Unit, headquartered at Yojna Bhawan, Lucknow. It runs under the National e-Governance Plan (NeGP) — the same Digital India framework that powers platforms like DigiLocker and UMANG. All certificates issued through eDistrict UP are integrated with DigiLocker, so you can store and share your documents digitally anywhere in India.

In 2019, the platform received the Gems of Digital India Award (Analyst's Choice) from the Digital India Corporation for excellence in e-Governance — a recognition of how the system has transformed public service delivery in India's most populous state.

eDistrict, eSathi, and CSC — Understanding the Three Names

This is one of the most common points of confusion. People search for "eDistrict UP login" and "eSathi login" thinking they are different portals. They are not. Here is how the three terms connect:

eDistrict UP — The Backend System

eDistrict is the name of the overall project — the backend computerization system that connects all 75 district administrations, revenue offices, and government departments into one digital workflow. When a Tehsildar digitally signs your certificate, that happens inside the eDistrict system. You don't interact with eDistrict directly. Think of it as the engine running behind the scenes.

eSathi — The Portal You Actually Use

eSathi stands for "eServices Access To Help Individuals." This is the citizen-facing front end — the website (esathi.up.gov.in) where you create your account, log in, fill application forms, upload documents, make payments, and download certificates. When people say "eDistrict UP login," they actually mean the eSathi citizen login.

There was also an eSathi mobile app developed by NIC UP, available on both Android and iOS. However, the Android version (v3.2) was removed from the Google Play Store in August 2024. As of 2026, the web portal remains fully functional on mobile browsers — you can apply for all services through Chrome or any browser on your phone.

CSC (Jan Seva Kendra) — The Physical Service Centre

Common Service Centres, also called Jan Seva Kendra or Lokvani Kendra, are government-authorised physical centres where trained operators help citizens with eDistrict applications. This option exists for people who don't have a smartphone, internet access, or aren't comfortable filling forms online — a significant portion of UP's population, considering only about 30% of the state has internet penetration and nearly 78% lives in rural areas.

At a CSC, the operator fills the form and uploads documents on your behalf. You still receive a Service Request Number (SRN) and can track your application independently. Revenue Department (राजस्व विभाग)

The Revenue Department handles the highest volume of applications on eDistrict UP:

Income Certificate (आय प्रमाण पत्र) — Certifies annual family income. Required for scholarships, Ayushman Bharat, EWS quota. Valid for 3 years in UP.
Caste Certificate (जाति प्रमाण पत्र) — For SC, ST, OBC categories per Presidential Orders for UP. Required for reservation in education, jobs, and exams. SC/ST has lifetime validity.

How Your Certificate Application Moves Through the System

Understanding the verification chain helps you know exactly where your application is and why it might be taking time. Here is how a typical revenue certificate moves through the system:

You submit the application on eSathi with documents and fee. System generates your Service Request Number (SRN).

System assigns the application to the concerned Lekhpal (rural) or Revenue Inspector (urban) in your area.

Lekhpal/Revenue Inspector conducts field verification — This is the step that takes the most time. The officer visits your locality to verify your information. In busy districts or during scholarship/exam seasons, this can stretch beyond 7 days.

Report forwarded to Tehsildar (or SDM for certain services). The Tehsildar reviews the verification report.

Why does this matter? Most delays happen at Stage 3 (field verification). If your status shows "Under Verification" for weeks, the Lekhpal hasn't completed verification. This is when the Janhit Guarantee Act gives you legal recourse.

8 Most Common eDistrict UP Problems — And How to Fix Them

1OTP Not Received During Registration or Login

Check your mobile network and wait 2–3 minutes before retrying — the system has a cooldown. Verify the mobile number matches your Aadhaar. The portal gets heavy traffic during scholarship and exam seasons, so try at a different time. Some phones block OTPs in spam filters — check your SMS spam folder.

2Login Fails — Wrong Password or Captcha Error

Your username is the login ID you created, not your mobile number or email. Use "Forgot Login ID" if you don't remember it, or "Forgot Password" to reset via OTP. 3Document Upload Fails — File Too Large or Wrong Format

Every file must be under 100KB and in JPEG or PDF format — this is a strict system limit. Compress scanned documents using any free online tool before uploading. Scan in black & white at 200 DPI to keep size down while maintaining readability.

4Application Stuck at "Under Verification" for Weeks

Standard processing is 7–15 working days. If past 15 days, register a complaint through the portal's grievance section (edistrict.up.gov.in → Login → Grievance/शिकायत). If that doesn't resolve it, file a First Appeal under the Janhit Guarantee Adhiniyam, 2011.

5Application Rejected — What Now?

Log in to eSathi, find your application, and check the rejection reason. Common causes: unclear documents, name mismatch with Aadhaar, failed field verification, or missing self-declaration form. Fix the issue and reapply — there's no penalty or limit on reapplying.

6Certificate Not Downloading

First confirm your status shows "Certificate Generated" (प्रमाण पत्र जारी). If the download still fails, use Chrome, clear cache, and disable ad-blockers. 7Portal Not Loading or Showing a Server Error

The portal sees heavy traffic during scholarship deadlines and exam seasons and can go down repeatedly. If it won't load or throws an error, try early morning (6–8 AM) when traffic is lower. Use Chrome, clear your cache, and switch to mobile data if the issue seems Wi-Fi related. The portal usually comes back within a few hours.

8Payment Deducted But Application Shows "Payment Pending"

Money is sometimes deducted through PAYGOV without the system confirming it right away. Don't panic — wait 24–48 hours, as auto-reconciliation usually updates the status on its own. Your Legal Rights — Janhit Guarantee Adhiniyam, 2011

Most people don't know this: if your certificate is delayed beyond the prescribed timeline, you don't have to just wait. The Uttar Pradesh Janhit Guarantee Adhiniyam, 2011 (UP Act No. 3 of 2011) is a state law that guarantees time-bound delivery of public services. It covers 382 services across 45 government departments — and most revenue certificates on eDistrict UP fall under it.

What this law gives you:

Prescribed timelines: Each covered service has a specific deadline. For most revenue certificates, this is 7–15 working days.

Right to appeal: If the Tehsildar doesn't act within the deadline, you can file a First Appeal with the Appellate Authority — usually the Additional District Magistrate (ADM).

Penalty for officers: The Act allows penalties on officers who fail to deliver without valid reason.
