Quick Answer

Apply: esathi.up.gov.in → log in → Panchayati Raj Department → "Kutumb Register Ki Nakal" → fill the form → upload documents → pay ₹10–15 → submit

Documents: Aadhaar card + ration card (with family members) + passport-size photo

Processing: 7–15 working days

Issuing authority: Gram Panchayat / Nagar Palika (through the eDistrict system)

Important: Parivar Register Nakal is completely different from the UP Family ID (Ek Parivar Ek Pahchan). The two are separate systems.

What Is a Parivar Register Nakal?

The Parivar Register Nakal, also called the Kutumb Register Nakal, is a certified copy of the official family register maintained at the Gram Panchayat (rural) or Nagar Palika (urban) level in Uttar Pradesh. This register records every family member's name, relationship to the head of the household, date of birth, gender, occupation, and address.

Think of it as the government's master record of your family. The original register is a physical ledger kept at the office of the Gram Panchayat Secretary (Panchayat Sachiv) at the block level. What you apply for through eDistrict UP is a copy (nakal) of this register — a digitally signed extract of your family's entry.

The register is updated whenever family events occur — births, deaths, marriages, and members moving in or out. Keeping it updated matters because many government services and schemes rely on this register's data to verify family composition and eligibility.

Parivar Register Nakal vs UP Family ID — The Key Difference

This is the biggest source of confusion. Many people mix up these two completely different systems:

Parivar Register Nakal (Kutumb Register) — the traditional, Panchayat-level family record that has existed for decades. It is applied for through eSathi (esathi.up.gov.in) under Panchayati Raj Department services. It is a copy of the physical register kept at your Gram Panchayat, and is used for ration cards, pensions, property inheritance, and court cases.

UP Family ID (Ek Parivar Ek Pahchan) — a new, separate digital identity system launched by the UP government in February 2023. Every household is assigned a unique 12-digit Family ID. Applications are made through familyid.up.gov.in. For households with a ration card, the ration card number itself serves as the Family ID. It is linked to 76+ state and central government schemes — for direct benefit transfer (DBT), scholarships, pensions, and employment schemes. By 2026, around 3.06 crore Family IDs had been mapped with 12.63 crore Aadhaar-verified beneficiaries.

Which one do you need? If someone asks you for a "copy of the family register" for a ration card, pension, property, or court matter — they mean the Parivar Register Nakal (from eSathi). If someone asks for a "Family ID" for enrolling in a government scheme — they mean the UP Family ID (from familyid.up.gov.in). If you need a domicile certificate, note that the eSathi portal now requires the Family ID as a mandatory field — but the domicile certificate itself is a separate document.

Where You'll Need a Parivar Register Nakal

Ration Card Applications and Updates

The Food and Civil Supplies Department requires the Parivar Register Nakal when issuing a new ration card or adding/removing members on an existing one. It proves the composition of the family.

Pension Claims

Used in old-age pension, widow pension, and disability pension applications to verify the applicant's family situation and confirm whether there is another earning member.

Property Inheritance and Transfer

When a deceased person's property is transferred to legal heirs, sub-registrar offices and courts consult the family register to establish family relationships and identify all legal heirs. It is used alongside the death certificate and the legal heir certificate.

Court Proceedings

Courts accept the Parivar Register Nakal as proof of family structure in family disputes, maintenance cases, property lawsuits, and inheritance matters.

Government Scheme Eligibility

Various welfare schemes verify family composition — number of members, earning members, dependents, children's education status — through this register.

Supporting Document for Domicile Certificate

Some applicants use the family register as additional proof of long-term residence in a particular village or ward.

Banking and Financial Services

Some banks reference it for joint account verification, locker nominations, and succession-related transactions.

Required Documents

This is one of the simplest applications on eSathi — very few documents are needed:

Aadhaar Card

Mandatory for e-KYC verification. Aadhaar OTP verification has been mandatory since 2026. Your mobile number must be linked to your Aadhaar.

Ration Card

With family members listed. This is the primary reference for family composition. If your ration card is outdated (missing recent births, deaths, or marriages), get it updated first.

Passport-Size Photo

A passport-size photo of the applicant — JPEG format, under 50KB.

All files must be under 100KB, in JPEG or PDF format. Use the document and fee checker tool for a personalized checklist.

Note: You don't need to know your old family register number to apply. The system locates your family's entry based on your district, tehsil, and Gram Panchayat details.

How to Apply — Step by Step

1

Log in at esathi.up.gov.in.

2

Click "Fill Application" on the dashboard.

3

Select "Panchayati Raj Department" as the service type.

4

Choose "Kutumb Register Ki Nakal" from the dropdown.

5

Click the "Click Here to Apply for Kutumb Register" button.

6

Fill out the application form — applicant's name, father's name, mobile number, full address (district, tehsil, Gram Panchayat). This information is partially auto-filled from Aadhaar e-KYC.

7

Complete Aadhaar OTP verification — an OTP will be sent to your Aadhaar-linked mobile number. Enter it. This has been mandatory since 2026.

8

Upload the required documents. Each file must be under 100KB, in JPEG or PDF format.

9

Pay ₹10–15 through PAYGOV (UPI, net banking, debit card).

10

Submit and save your Service Request Number (SRN). Track it on the application status page.

Alternatively, visit any CSC / Jan Seva Kendra. A CSC charges a ₹30 government fee plus a separate facilitation fee.

What Happens After You Apply

The verification process for the Parivar Register Nakal:

1

The system forwards the application to the concerned Gram Panchayat or Nagar Palika.

2

The Panchayat Secretary / Gram Vikas Adhikari verifies it — matching your family's entry in the physical register against the application details.

3

If the details match — the entry is digitised and a certified copy is generated.

4

If there's a discrepancy — the application may be sent back for correction, or the Panchayat Secretary may ask for clarification.

5

A digitally signed PDF is generated — available for download from your eSathi dashboard and DigiLocker.

Processing time: 7–15 working days. Simple cases (where the register is already digitised and details match) may be completed in 3–5 days.

Validity

The Parivar Register Nakal has an official validity of 6 months from its date of issue. But the practical reality is different:

Courts, Property Offices, and Pension Departments

These often reject a copy older than 3 months — even though the official validity is 6 months. If you need it for a legal proceeding or pension application, get a fresh copy.

Ration Card Offices

Generally accept a copy up to 6 months old.

Banks

Usually want the most recent copy available.

Practical advice: If you need the Parivar Register Nakal for a specific purpose (court case, pension, property), apply just 2–3 weeks before you need to submit it. Don't get it months in advance — you may end up needing a fresh copy anyway.

The short validity exists because family composition can change frequently — births, deaths, marriages, members relocating — and the register needs to reflect the current situation.

How to Correct or Update the Parivar Register

The family register is a living document that needs to be updated whenever family events occur. Here's what to do in common situations:

Adding a New Member (Birth, Marriage)

Visit the Gram Panchayat Secretary (Panchayat Sachiv) in person with the newborn's birth certificate or the marriage certificate of a newly married member. The Secretary updates the physical register. Once the physical register is updated, the change will also appear in the online copy.

Removing a Deceased Member

Visit the Gram Panchayat Secretary with the death certificate. The Secretary marks the member as deceased in the register. Do this promptly — an outdated register that still shows a deceased person as living can create complications in pension, property, and ration card matters.

Correcting a Name or Date of Birth

If your name is misspelled in the register or your date of birth is incorrect (a very common issue — one user in a competitor's comment section cited the example of "Surendra" whose register shows "Suresh"), visit the Gram Panchayat Secretary with your Aadhaar card and another supporting document showing the correct name/date of birth. The Secretary corrects the physical register.

Important: All corrections and updates to the family register happen first at the Gram Panchayat level — in the physical register. The online system (eSathi) only issues a copy of whatever is in the physical register. If the physical register has errors, the online copy will have the same errors. Fix the source first, then apply for a fresh copy.

Common Rejection Reasons — and How to Avoid Them

1Family details don't match the Gram Panchayat register

The details in your application (name, date of birth, number of members) don't match the physical register. Fix: Visit the Gram Panchayat Secretary before applying online and check your family's existing entry. If there's a discrepancy, get it corrected at the Panchayat level first.

2Applicant is not listed as the head of family or an authorized member

The application should ideally come from the registered head of the family or an adult member listed in the register. Fix: Check who is listed as the head of family in the register. You can still apply as an adult member — but the head of family's name must be correctly recorded.

3Incorrect Gram Panchayat details

You selected the wrong Gram Panchayat, tehsil, or block on the form, so the system routed your application to the wrong Panchayat — one where your family has no entry. Fix: Verify your correct Gram Panchayat name using your ration card, voter ID, or by asking at the block office.

4Aadhaar OTP verification failed

Aadhaar OTP has been mandatory since 2026. If your mobile number is not linked to your Aadhaar, verification fails. Fix: Update your Aadhaar-linked mobile number at the nearest Aadhaar Seva Kendra before applying.
