What is an Income Certificate?

An income certificate (Aay Praman Patra / Income Certificate) is a government document issued by the Revenue Department that certifies a person's or their family's total annual income from all sources — salary, pension, rent, agricultural income, business, and every other form of earning. In Uttar Pradesh, it is issued by the Tehsildar through the eDistrict UP portal.

UP's income certificate differs from other states in two ways. First, Aadhaar e-KYC verification is mandatory during the application — your name and photo are auto-filled from Aadhaar. Second, in Uttar Pradesh this certificate remains valid for 3 years, whereas most states offer only 1 year of validity. However, some schemes and institutions may still ask for a certificate issued in the current or previous financial year regardless of the validity period — always check the specific requirement.

EWS (Economically Weaker Section) Quota

How to Apply — Step by Step

Log in at esathi.up.gov.in with your login ID and password.

From the service list on your dashboard, select "Income Certificate" under the Revenue Department.

Select your area type — Rural or Urban. This is very important — choose based on where you actually live, not your district headquarters. Rural applications go to the Lekhpal; urban applications go to the Revenue Inspector.

Fill out the application form. Personal details (auto-filled from Aadhaar e-KYC), occupation details, and income from every source. Select the purpose of the certificate (scholarship, government scheme, employment, etc.).

Upload all required documents. Each file under 100KB, JPEG or PDF. Scan in black-and-white at 200 DPI.

Review all details carefully. Once submitted, the form cannot be edited — if there's a mistake, you'll need to apply again.

Pay the fee through PAYGOV — ₹10–15, via UPI, net banking, or debit card.

Important points about validity:

  • The 3-year validity is measured from the exact date of issue, not the financial year. Issued on 15 August 2026 = valid until 15 August 2029.
  • The UP Scholarship portal (Saksham) checks validity through an API call. If the certificate is even a day older than 3 years, the API returns "Expired" and the form gets blocked.
  • An EWS certificate requires a fresh income certificate — EWS certificates expire every financial year (31 March).
  • Some institutions may ask for a certificate issued within the last 6 months or the current financial year. Always check the specific notification.

UP Scholarship Season — Apply Early

The UP Scholarship portal (scholarship.up.gov.in / Saksham) usually opens for registration during July–September. During this period, millions of students across UP suddenly need income and caste certificates — eDistrict servers crash, Lekhpals are swamped with files, and a 7-day job stretches into 30–45 days.

What to do: Get your income certificate made in April–June, before the scholarship portal opens. During this window, tehsils and Jan Seva Kendras are relatively free, and you'll typically get the certificate in 7–10 days.

  • If your existing certificate is more than 2.5 years old, get a new one (keep a safety margin before the 3-year expiry)
  • Note down both the Application Number (SRN) and the Certificate Number — Saksham needs both
