It is issued by the Tehsildar through the eDistrict UP portal and is different from simple "address proof" — your Aadhaar or electricity bill proves where you currently live, but a domicile certificate proves you permanently belong to the state.

It does not carry the same weight as the Mool Niwas for government job eligibility or state quota claims.

Three things make UP's domicile process unique. Aadhaar e-KYC is mandatory — your name and photo are auto-filled. Family ID (Ek Parivar Ek Pahchan) is now compulsory for the application. And you must select Rural or Urban at the start, which determines whether a Lekhpal or Revenue Inspector handles your field verification.

Every UPPSC, UPSSSC, UP Police, UP Lekhpal, and state government recruitment notification requires proof of UP domicile. Without it, you cannot claim the state domicile requirement even if you were born in UP.

NEET State Quota Counselling

For NEET-UG and NEET-PG state quota seats in UP medical and dental colleges, the Mool Niwas Praman Patra is mandatory during document verification. The Samanya Niwas Praman Patra is not accepted for this purpose — you specifically need the Mool Niwas.

State Quota in UP Universities

Who Can Apply — Eligibility

Born in UP with ancestral residence

Validity

The domicile certificate has lifetime validity in UP — there is no expiry date printed on the certificate. However, there are practical nuances:

  • Some UP state government job notifications and certain schemes require a domicile certificate that is "not older than 3 years." This doesn't mean the certificate itself expires — it means the notification demands a recently issued one. Always check the specific notification.
  • For NEET state quota counselling, the certificate should ideally be recently issued. While lifetime validity applies, counselling bodies prefer current documents.
  • Unlike the income certificate (which has a hard 3-year expiry and API-based verification), the domicile certificate does not have an automated expiry in the eDistrict system.

Practical advice: If your domicile certificate is more than 3 years old and you need it for a government job or exam, apply for a fresh one to avoid any questions during document verification. The process and fee are the same.

Common Rejection Reasons — And How to Avoid Them

Your application address, Aadhaar address, and the address on your electricity bill/ration card must all match. If your Aadhaar shows a different address, update it at UIDAI before applying. Fix: Get all address documents aligned to the same address before starting the application.

2Lekhpal could not verify residence at the stated address

The Lekhpal visited but no one was home, or neighbours could not confirm your residence. Fix: Ensure someone is present at your address during the 7–15 day verification window. Keep your registered mobile number active — the Lekhpal may call before visiting. If you have recently moved, provide additional proof like a rent agreement or employer posting letter.

The eSathi portal now requires a Family ID. If your Family ID details don't match your Aadhaar or application details, the form may error out or the application may be flagged. Fix: Create your Family ID at familyid.up.gov.in before applying. Ensure all member details match Aadhaar records.

4District, tehsil, or block fields left blank or incorrect

The application form has multiple location dropdowns — district, tehsil, block, village/ward. Leaving any blank or selecting the wrong one routes your application to the wrong jurisdiction.
